Question DeepCool LE720 360mm AIO liquid cooling problem ?

Hey i just found out that my cpu cooler can handle 250w tdp but when playing cs 2 at 140w i9 14900k is already hot around 82-85 degree,it should be lower because it can handle 250w tdp.

Why does this happen, is DeepCool not good?

My z790 gaming x ax ddr 5 oc the cpu beyond limit but i lower it so it do not get too hot.but 140w on i9 14900k should get lower temperature

350 icc max,260w pl1 260w pl2.default is 400 A.140 w in cs 2.i9 14900k can do 6 ghz but with my setting it only show 5,5 ghz during cs 2 and its already hot around 83_88
