Default gateway inaccesible after bridge mode.

I recently switched to a new ISP, and as I usually do, immediately put the modem in bridge mode. The network is functioning, but I have discovered issues with packet loss and would like to connect directly to the modem to troubleshoot. Now I can't access the user panel to actually set it back to routing. I've tried to reset the modem to factory but for some inexplicable reason, my ISP has saved a config file of my modem settings and every time the modem starts up, the settings are transmitted to it through the fiber cable. Tried disconnecting the fiber so that wouldn't happen, it partially worked, the wifi SSID remained factory default, but the user panel still wasn't available for some reason. I assume it has something to do with the DHCP on the modem, but I'm not sure, and I don't know how to fix it.
 
Solution
only plug one pc into it. it's probably an ip conflict. use netstat or nmap to try and scan for it's ip. makesure you know the webpages full address. it could have https or a port, etc. i see self sign https on a lot of the local pages for various networking products.
