defective Dell XPS 13 laptop

So i bought a new dell xps 13 (2015) for school, i got the i3 version (i3-5010U @ 2.1Ghz) since it was in my budget and is really mobile. it felt really sluggish out the box so i installed cpu-z and noticed the clock speed was not going over 600Mhz even in a prime95 test and an intel extreme utility stress test, i contacted dell and after 3 weeks of troubleshooting with them to no avail they sent me a replacement model that has the same exact issue. So i wanted to ask, does anyone else have this laptop and are you experiencing this issue?

Are you testing this on battery or wall power? What is the power management set to when you run the tests?

running with the charger connected, it is in high performance mode

someone on the dell forums helped me figure it out, there was just a setting dell buried in the power management.

I don't think i would ever buy another dell laptop again, wasted 4 weeks and they adv. technicians couldn't notice something like that.
