Define R5 and grounding issues

I am having an issue with my PC being ungrounded (I believe) which is causing my front USB ports to act weird. These front ports will randomly disconnect/reconnect when something is plugged into them and one of them doesn't work at all. I have gotten 2 new Front IO panels and they have all had the same problem. I have reinstalled windows, reinstalled the USB drivers, reseated my motherboard, unplugged everything from inside the case and nothing seems to work.

My PC is plugged into a power strip that has the lights to tell you if it is grounded or not and they are not lit up. The only time I can get the grounding light to come on is when I plug a device into one of the front USB ports and set it on my desk (As weird as that sounds)

Any help would be greatly appreciated.

Have you tried plugging your pc directly into the wall to see if that alleviates the problem?

Sorry forgot to add that into the post I've tried that and still nothing.

Do you have access to an outlet tester to make sure the outlet is properly grounded? It sounds like the issue may be in your outlet.
