Why a processor that has 6 cores or above has a few operating frequencies, which has 4 cores that have a higher operating frequency.
For example core i7 7700k has 4.2 GHZ and has 4cores , on the other side 6800k has 3.6 GHZ and has 6 cores .
Which is better and why there isn't cpu's has 6 cores and bigger numbers of Operating frequency.
Thanks ..

Which is better really depends on the software optimization. Games are mostly only optimized for 4 cores thus the 7700K does a bit better in games. The 6800K on the other hand does better in just about everything else.

The 4 core is clocked higher because 4 cores produce less heat than 6 cores. If you got a great water cooler for the skylake-x 6 core 7800 it should get pretty close to 5Ghz probably 4.7Ghz.

Depends on the type of editing. If you are rendering videos every week then the 6800k is better. If you occasionally edit then 7700k is enough. For purely gaming the 7700k is better.

The 6800K will be useful longer simply due to the fact its 2011-v3 supports twice the RAM. Know tho the coffee lake i7- 8700K 6 core should be out soon to replace the i7-7700k. The 6800K is already replaced by the 7800K X299 so if you want a plateform that lasts longer wait for the 8700k or get the 7800k. This or get a Ryzen 1700 or wait for the threadripper 12 core in about 15 days.
