delay while playing games caused by cpu?

can delay happen when your cpu is not good enough for your gpu, i've been experiencing latency as soon as i put in my new 1060 6gb while i have a i5 750. this gpu obviously bottlenecks the 1060 but i was wondering if it can also cause delay.

i think there's a good chance you are right. That CPU is really slow for a 1060 and I think it can hold it back.

If you download and run Afterburner you can look at you CPU and GPU usages.

I would bet your CPU is pretty well near maxed out when the delay occurs

OR

one core might be maxed out.
