Question Delayed mouse movement/FPS Drops

Hi, i just want to ask if what seems to be the problem with my friends Rig. He has a Mouse and Keyboard that is hooked up via dongle, and when a video plays or is downloading while the screen is maximize (or at least not minimized) the movement of the mouse seems delayed. Like, i already browse it from left to right, 3secs later it will just move from left to right. And when i played CS:GO it is getting FPS DROPS frequently until to the point the game is not playable anymore. Here is his Rig:


Mobo: Z390 Aorus Pro Wifi
CPU: Intel i9 9900K
RAM: Corsair Vengeance DDR4-2133 16x4GB
GPU: Palit RTX 2080Ti
SSD: Adata 250GB
HDD: ???? 1TB

Is it a bottleneck? Because i can't believe that it is lagging that way, specially with these specs.

Sorry if i imissed out some specs as i dont memorize all of it. Let me know if you to know other components.
