Delaying a startup item

I have a particular windows explorer view which I want to be open & active/on top/in focus after the PC has fully booted. I have a shortcut for the explorer folder in startup. Right now, it is apparently "one down", in that the explorer window appears full screen as desired, but is dimmed. I have to click on it to make it the active view. I don't know what's "on top" of it, and I don't know how to determine that. How can I get this window to open last on boot, and therefore (presumably) be on top/active/in focus?

If the program is full screen, use VBScript to open it and then code in a mouse click on it after a pause to make sure everything else is loaded.
