delete hp recovery flash drive

I have three new 32 gb usb 3.0 flash drives from hp (Microsoft Branded but made by Toshiba) that ended up as useless as the support that I received from them. How do I reformat them for personal use? I have tried to use diskpartition as well as the hdd low level format tool with no success. Thanks for anyone's assistance..

Take them back get ones you can format lol. Those sound stuffed. If you cant format them.
