well there is one thing he can do which can affect speeds on the internet at large.

changing your DNS (domain name system) lookup provider can affect how fast sites load.

you can see which is fastest for you with a tool like this https://code.google.com/p/namebench/

however do realize that speedtest.net is just one site and one server and doesnt affect the rest of the net. the tool is only meant to give you a basic idea of how fast your internet is working and there are many other factors other than how fast your own personal internet speed is which affects how fast you access sites. things like the other side having a slow connection or slow server (or being overcrowded by people) can generate slowdown as well as having DNS issues...

The different speedtest.net servers only relate to speedtest. They have nothing to do with your regular internet use.

You don't 'choose' what server you use. You're connected to Charter, and from there to the wider world.

however, unless you are having issues with many websites or perhaps some streaming websites like netflix, crunchyroll, youtube, etcetera you are probably fine.

you could look into DNS as a curiosity to see if you are using the fastest one but bear in mind what it actually does before you even think about messing with it.
