Deleted Admin acount accidently

I have tried other solutions for getting my admin account back. All have failed.

Have you tried 'System Restore' to recover the deleted admin account?
Boot from a Windows 10 installation media
Select 'Repair your computer'.
Click Troubleshoot > Advanced options > System Restore then click Windows 10.

I can't do any reset or restore without my admin account

You cant just delete an admin account and suddenly lose all system capability, thats not how it works.
Its just a hunch, but it sounds like you never had access to it to begin with.
