I wanted to do a fresh install of my graphics drivers, and uninstalled the drivers for my amd card through the amd installer.

However, I'm a moron apparently, and now can't even access the bios menu, as my computer seems to still want to use the card. I've tried resetting the cmos battery and I'm using vga to the motherboard. Is there any solution other than removing the graphics card?

Solution
Better remove the video card and test with onboard.

Something does not seem right since even without drivers video cards should work fine. If this was not so users would not be able to install operating systems due to lack of video.

I don't thinks so. Sorry mate

In the bios you should still be able to use a card without drivers. Even in safe mode cards work without drivers.

Removing the card would force it to use onboard if you have it, but you should not have to do anything like that. If you can see the bios on either card you can change if it starts with onboard or your dedicated card.

If you happen to have multiple monitors or a TV connected, check on that for your post/bios screen as well.

I can't see the bios screen from either the card or the onboard graphics.
