I have an asus gaming desktop. I have accidentally deleted the OS, shortly after upgrading it to windows 10. When I start the computer, it says "inaccessible boot device". I have tried running a repair many times only for it to say " repair cannot be completed" . I went out and bought a new windows 10 home OS (which came on a hard drive , not a disk) . I inserted to the hard drive to be installed. It would not install automatically, I had to go into f9 booting manager and click on the specific hard drive. After typing in the new key, it tells me it didn't work and to restart the computer normally, reinsert the hard drive and try again. Have done this multiple times. I have also tried hitting the "repair pc" on the hard drive install screen, but it just tells me a repair can't be completed.

We went back and bought the 8.1 disk, which was the original program on the computer. It is still not working . it is on a loop "your pc has run into a problem and needs to restart. ." than it restarts. We have tried a restore, a repair and a refresh (after going to the boot manager f9)
Nothing is able to complete.

There are two ways to put an OS onto clean harddrive (and your HDD can be considered "clean" once you wiped out the OS):
- use image restore to return it to a previous state (this is the case with recovery disks as well)
- booting from install DVD/USB, and installing clean version.

I have no idea what you are trying to repair, but you can repair (sometimes) Windows installation only if that installation is already there. If "repair" does not work - see above two options, you won't be the first where "repair" does not work.
