[SOLVED] Deleting a file

There is a file called oci.dll. when I try to delete it a message comes that it is open in Windows Explorer. How to get rid of this file?

Why? That is part of Oracle client installation.
Uninstall Oracle client.

You could delete it in safe mode as well, but un-installation would be the proper way to do it.

It was not installed properly. Hence someone deleted it file by file. This file could not be deleted. How to delete it in safe mode?
