Deleting Windows 7 folders/files in old HDD?

Assuming the old drive is accessible:

Open it up
Find the User folders with the data you want. You'll almost certainly have to 'take ownership'. The top level folders (Documents/Pictures/etc) are tied via permissions to your old User. The files inside are not.
Copy/Paste into the same spaces on your new drive.

You don't keep the 'old user folders'. You move that content (not the folders) into your new ones on the new drive. They exist deep in the Windows folder structure.
Same with Steam.

Then you wipe the old drive and use it for whatever.
