What is this and why is it 60 GB??!? I turned on PC went to install a game and saw that my C disk lost some GB and I went to clean it and saw this thing? I never had this before. Can I delete it?

Yeah, it's fine to delete it. Those are temporary files to help your computer install windows updates and other various programs faster or in the case there was an abrupt shutdown by saving it directly to your computer instead of installing over the net.

Enable hidden view files, then go to delivery optimization folder and make sure you don't want to keep anything in the folder.
