I noticed this white glue thing attached to the capacitors of my Dell 380 motherboard, what a hell is this?

After almost 6 hours trying to get the motherboard power on, I threw the motherboard out the window and smashed into pieces on the cement floor, thank you very much to everyone, cheers.

you did good even if you did put new capacitors in if the board that have defect they also blow out .
