Dell 8700 not booting

I installed new cpu,4790k gpu Evga GTX 760 two more fans. after getting it together
NO Boot. I called EVGA because they said the 760 would work. But it hit me I did not set up the boot sequence to boot from Disk. So I swapped the sata cables at the SATA header nothing. I ordered a new GT 660 I believe should work with the PSU. Anything else I should have tried?

e cpu might not be supported. try booting with the old cpu and gtx 760
