Dell Adamo 13 CPU fan running full blast.

I got a Dell Adamo 13 and had to replace the motherboard due to the power port having a short in it. Well I replaced it with a refurbished board, I didn't want to pay for a brand new one, (maybe my mistake there) well replaced it. It works fine, except that when the laptop is powered on the CPU fan runs full blast. 100% all the time. From the second I turn it on to the second I turn it off. I updated the BIOS and updated the software, but still nothing. The fan is a 4 pin/wire so is the motherboard. Just wanting some ideas about possible things to try. It's sounding like it's a hardware thing since it starts when not event windows is loaded or anything. Any help is welcome, thanks.

Then most likely the motherboard is faulty as that is the only thing you have changed that has caused the problem. I assume you don't have any dust build up on your laptop. The only other thing I can think of is that something is using the cpu a lot which could be making the cpu fan spin at its max. What is the cpu load when idle and what are the temps?
