Dell area 51 R4 i7 7820X with 1080ti with 16gb ram only get 60fps on 1080p while cpu usage is 100%

I have a Dell area 51 R4 i7 7820X with 1080ti with 16gb ram at 2666.
when I am playing bf1 in Ultra at 1080p, I only get 60FPS. My cpu usage is around 90-100% while my GPU Usage is only 40-50%. I have updated latest drive for Motherboard bios, GPU driver, and Cpu turbo boost application, but the problem remains the same. Does anyone know what is the issue there? I am still in 30 days period, so if it's my computer problem, i will be able to return it.

You haven't left v-sync on have you (I get 75 fps in ultra 1440p with the exact same set up as that is my monitors refresh rate)?
