Dell computer does not go past the dell logo screen

Yesterday I was trying to reset my computer and a problem occurred, so I tried again and the problem occurred again . So I gave up and it restarted my computer and it was on the dell logo screen. So when it finished loading it took me to a blank screen with dashes in the top left corner and turned off the monitor/projector (I think that's the type of computer I have since there is no desktop) and went back to the dell logo loading screen. It has been happening ever since I tried resetting

is there no other solution than to call?
If so what is their number? i went online to search for their number and many numbers came up and i don't know the right one
