Dell computer high pitched noise

Won't start up, has a high pitch sound and screen wiggling up and down
What can I do

I'm assuming we are talking about a desktop or tower here.
Can you isolate the source of the high pitch sound? The most likely source is the power supply - usually a coil within. If the power supply is the source, you'll most likely need to replace it.
If the source is other than the power supply, you'll need to explain but that's where I would look first.

Screen wiggling would not be from the computer, is the noise coming from the monitor or the computer? Sounds like you need to replace the monitor.

If you can try a different monitor, even if you have to pull an old one out from the basement, it's just to diagnose your issue.
