Dell D400 RW/DVD issue

Hello,
dell latitude d400 hard drive driver: CD drive is plugged in but the laptop is not seeing it. When I look in my drivers, I get a "code 39 error".
Any suggestions?

When you say that the cd drive is plugged in is it an external drive or a new internal drive?

It's an external drive

Did the cd drive come with a driver disc and did you load the drivers for the cd drive?
