Dell display stuck on power save

My display is a dell st242. Yesterday there was a blackout in my apartment, and when I went to turn on the computer the display showed up a message that said it was going to power save mode and then it shows a black screen and thats it. Nothing I've done has worked. I unplugged and restarted the pc and still didnt work. I used a really old display that I found lying around and the message it showed up was that it cant't find a signal. So by this point I don't know if it's my dell display or my vga cable or my video card. Can you guys please help me? I'm getting really desperate here

as 2 different monitors basically say the same thing then is not a monitor issue. right now I suspect it is your desktop's psu that is causing the problem. try turning off & on the psu power switch if it has 1.
