Question Dell E1910 Display Issue

Hello Guys I am attaching some picture in black background you can easily see it
but it will not easily spot when background is changed from black
and overclocking on 75hz

Yeah it is but when i purchase this lcd it runs on 60hz then few months ago i notice medium patchs what is the solution previously screen glossy but now it looks rough do i change the panel ?
