Dell E521 keyboard and mouse will not work after boot

Hi a friend of mine gave me a dell E521 to fix, I turn the computer on the keyboard works in the bios but once it gets to the login screen it seems as tho there is no power to the mouse or keyboard.
I tried all the usb slots nothing, i checked the bios and usb was enabled.
Any ideas?
