Question Dell Inspiron 1100 display

So I have an old Inspiron 1100 running Windows XP
It was working fine a few months ago, and then it was put in a box and I finally found it. I turn it on and the display is SO weird.
It looks like the display has cracked but if I move the display nothing changes and if I lightly press on it nothing happens.

What could be the problem? Is the display card broken or something?

ok so a month ago i had a weird power outage that ended with a surge
and the surge blew out my pc
and now i tested my monitor and it seems it died too.

I think it's a video card problem because I move the display around and it doesn't change like a cracked display..
