Question Dell Inspiron 15 7000 Gaming, (ACPI.sys / wdf01000.sys) high DPC latency + performance drop

Hello.
My laptop is almost 3 years old. I realised, every year I got same problems: sudden fps drops in games, stuttering in watching videos (offline or in browser), general performance drop. I learned hard way, that using SupportAssist provided by Dell is really bad thing to do, but this is the first thing always recommended to do when something bad with your laptop is happening: update your drivers. BIOS update + Intel drivers are messing with my computer.

Every year I'm doing at least two Windows reinstalls, but this time it doesn't helped. Last week was first time I used LatencyMon to check which drivers are making the most problems.

I googled this issue and I find a lot of people have this problem. There is a lot of different "solutions" and I tried almost everything:
  • disabling Intel SpeedStep in BIOS
  • uninstalling Intel Dynamic Platform and Thermal Framework
  • uninstalling all Dell-provided drivers and disabling every Dell service (it get rid of some "ddd..... (can't remember name of this now, related to Dell)" DPC latency
  • changing power management plans to max performance

Please, can someone help me? I'm really frustrated with this laptop. I'm thinking, maybe this year I used "wrong" system reinstall method?
 
Today I decided to use "Factory Recovery" and see if now anything will be better. Drivers for Nvidia come back to version 373.20, Intel drivers are again on computer and Windows version is now 1607.

It's a bit laggy when I open any app, Task Manager show me high CPU usage by Windows Defender and Local System (I think, could It be caused by Windows Update working in background?).

I don't know if I should update any driver right now. Every time I install drivers somethings gonna work.

And btw. right now I can't open task manager. Ctrl+Alt+Delete show me a screen where I can logout, change password and open task manager, but clicking task manager doesn't work.
