Dell Inspiron 3650 Motherboard Issue

I recently replaced the motherboard on my Dell Inspiron. It's a factory board I bought new off of eBay. I got everything hooked up and turned it on, but I have no display or USB power. Every other component works (fans, HDD, etc). after shutting the PC off, and unplugging it, the power button flashes blue or white one time for about 2 seconds, then shuts off.

Make sure RAM is seated properly.
If there is more that one RAM stick, try one at the time and see if the system boots.

I've tried replacing the ram, reseating everything, resetting the CMOS, still no avail. If I wiggle the USB ports I can get some power, but it's intermittent. I'm pretty sure the motherboard is just bad, so I'm gonna send it back and get a new one
