Dell inspiron 3847 upgrade

Hi everyone,
A friend of mine is looking to upgrade his Dell Inspiron 3847.
The specs:
- CPU: i5-4440
- CPU cooler: stock cooler
- RAM: 2x 4gb ddr3 1600MHz
- GPU: gt 625 OEM --> Gigabyte gtx 1050 Ti
- PSU: Dell 300W --> 500W psu around 50 euros
- Storage: 1TB hdd --> Kingston 120gb ssd + 1TB hdd
- Case: --> Phanteks P400s tempered glass black

We were wondering whether we needed to change the motherboard. It has a strange form factor and the sata/front IO ports are interfering with a long GPU.
The 2 questions:
- Does the PCE/PCI lane version matter? Will an older motherboard with an older version (for instance 2) bottleneck the 1050Ti who can handle 4?
- Will the motherboard fit into the P400s? Which form factor is this motherboard?

The pcie lane is 16x and the motherboard is essentially an m-atx size, but is oem so some mounting points won’t line up in the new case also the max length for gpu will be 9.5 inches before it interferes with the SATA connectors
