I got a this dell inspiron 530 desktop computer from a friend and i wanted to upgrade its graphics card. (it had a amd firepro 2400 or something) so i got a used Nvidia gt 640 to put into it and I Uninstalled the graphics driver from the fire pro and took out the fire pro and installed the nvidia graphics card and now my computer wont boot to windows. It just starts up shows to dell screen then windows 10 repair for a second and then restarts the boot. (also i foolishly threw away that firepro so i can't put it back in there to test it out)

Ok. That rig is somewhere in the 9 year old range.

The CPU can pull 100W at max load, plus the small wattage requirements for motherboard, RAM, HDD etc.

Considering PSUs degrade over time, and Dells included PSUs are usually only sufficient for the original hardware (other than the server-grade in the T3500's etc), I would definitely say you have a PSU issue (and they're pretty impossible to replace in Dell rigs).

If you can't turn your rig on, you won't be able to downclock - it's system specific. You couldn't go and downclock on another rig & drop it in.

Can you post the specs of the 530 variant you have? CPU etc.

Also, take a look inside at the PSU. See if it lists a wattage rating (probably only like 220W or something).

I think it's power draw. A GT 640 is an (up to) 75W card. You likely had something like a 512MB Firepro 2270 or something. They are (up to) 15W cards.

Essentially, despite the relatively low power requirements of the GT 640, it's likely too much for the included PSU.
