[SOLVED] Dell inspiron 531 unresponsive SOS

Does a bad motherboard, keep the motor & fan from working? the light on back of tower is green. no light on the front & no motor coming on fan either. it has been cleaned & still won't come on. Dell Inspiron 531, 2007 desktop.

could be, or the hard drives or power supply

disconnect anything not necessary, just run th motherboard, CPU with cooler, RAM, if no onboard graphics is available, insert a graphics card try booting
