A few years ago my Dell Inspiron 560 stopped working. The power light remained orange, but recently o managed to get it to work for a while. When I turned it off, it wouldn’t turn back on, and when the power supply was connected to an outlet the power button light would stay orange, and when i would press it the fan in the PSU and the cooling fans would all turn on, but the light remains orange. I replaced the CMOS, used a different PSU, but nothing works. Should I consider buying a new motherboard, or is there a way to fix it? Thanks.

It is not RAM, unfortunately.
It is either motherboard (MOBO) or power supply (PSU).
When PC is on, do you see solid green light on the back of power supply?
Lets try to drain electricity from the board - disconnect power cable from wall outlet and press and hold power button for at least 30 seconds, next connect to power outlet and boot, any changes/
Also, can you hear any beeps coming from PC when it attempting to boot?
Beep codes.
One
Possible system board failure — BIOS ROM checksum failure
Two
No RAM detected
NOTE: If you installed or replaced the memory module, ensure that the memory module is seated properly.
Three
Possible system board failure — Chipset error
Four
RAM read/write failure
Five
Real Time Clock failure
Six

Have you tried removing the rams and replacing them after clearing the slots(in case there is dust/debris)? Are you using an identical PSU that came bundled with your prebuilt system? I wouldn't suggest buying a new motherboard, not until we've figured out the culprit.

Do yuo have a brick and mortar tore near you like Best Buy or similar where you can get PSU and return it the next day after testing in your PC.
If it changes nothing - you have busted motherboard.

My BAD. I missed that you replaced CMOS battery and tried different PSUs already.

It is MOBO failure.

Replacing MOBO is cheap from eBay, is it worth it, this is the question.
