Dell Inspiron 570 conked out and blinking- help

I have a Dell Inspiron 570 desktop that I am trying to fix for a friend. The front panel power light comes on, the CPU fan works, no video output, and then the power light simply blinks about every 2 seconds. The whole system is dead. No BIOS comes up. Nada. I even replaced the power supply and mother board and the same thing happens. About all that's left to replace is the CPU (Athlon II).
 
How it is started?
You said, you replaced PSU, which one you used?
You said, you replaced MOBO, did you use Inspiron 570 new/used MOBO or something else?
When you replaced MOBO, have you applied thermal paste, connected all fans, this PC would not start without fans?

Hello,
I bought a new Inspiron 570 motherboard and used the same CPU and memory sticks from the old motherboard. I also used a new power supply. I connected the fan on the heat sink. I did not have any new thermal paste, so I replaced the CPU chip/heat sink as it was on the old motherboard.
When the power switch (on the front of the case) is turned on, the CPU fan runs at a high speed for approximately 1-2 seconds, then runs at a lower speed.
There is no other activity apparent - no video to the monitor, no hard drive activity, no CD drive activity.
I do not have another CPU chip to install to see if it is the problem, but that is would be the next step to try.
