Dell inspiron 600 won't load windows.

I have a dell inspiron 600m laptop that starts but it won't load windows xp
when it gets to the Windows XP screen it says "Windows is starting up . . ." It has been like that for a while & never starts

Insert your Windows CD. Restart, press F2 setup and make CD 1st boot device. When boot from CD completes - Repair-install the OS.
