Medium-High, the 960 would be your best change of reaching that in most of the titles you listed.

As JM covered, GTAV will be problematic on an older i3. If you were to pick up an i5-2500 you should be ok*.

If you were to switch out the CPU for an i5-2500, you could actually pair that with a GTX1060 if you were so inclined. There would be a little bottleneck, but nothing too, too drastic.
A lot Dells use proprietary motherboards and PSUs (meaning the mounting holes don't necessarily align with 'normal' cases), and the PSU connectors are unique to the PSU/board, meaning a PSU is a difficult, near impossible upgrade.

I'll take a look at an Inspiron 660s specifically and see what I can make out from internal pics.

Looks like standard PSU connections, which should make replacing the PSU an easy enough task.

I can't find any information on the form-factor though. Many listings state it's an ATX board, but it's clearly not. Looks more like a mITX board to me (but whether it's a 'standard' form board that'll fit another case, I can't tell).

Also, look at your CPU cooler - does it mount to the case directly? Or to a backplate on the motherboard?
If it attaches through the board, and secured into the case itself (as some Dell's do), then you'll need to source a new cooler.

 



Yeah it looks like that and i have a cooler master elite 130 case would that do and if so? what psu would you recommend for the install and the best for last the gpu something that can handle some light gaming oh and the cpu is attached to the back plate of the motherboard
 
If the board truly is a mITX then yes, the Elite 130 is a good option and should work.
If the board is a non-standard configuration, it may not align with mounting holes in the case.

Since you have the Elite 130, and the motherboard itself, there's certainly no harm in trying.
Even better, measure the board dimensions itself and post here. Measure from mounting hole to mounting hole around the board - does that match up with the Elite 130? (which supports a standard mITX board).

If the CPU is mounted on a backplate, it can move too. Some Dells forgo the backplate & mount directly to the case - sometimes they're even proprietary.
