Dell Inspiron Motherboard CPU Problem

I bought a dell inspiron 3847 a few summers ago. I am a college student so at the time this was most cost-effective. Anyway I upgraded the Dell's ram, psu etc. I recently purchased an intel core i7 4770. I read online that it is compatible with the Dell Inspiron 3847 because the Dell board has a Haswell LGA 1150 socket. I received the i7 and placed it in the socket and applied thermal paste. The computer turned on, but did not boot and displays a "no signal" on my monitor. I thought it must be that I didn't update the bios. So, I replaced the i7 with my old CPU and my computer still won't boot up. I'm thinking that maybe my motherboard got fried? I have a EVGA 500w PSU. Any suggestions would be helpful
 
To perform any manipulation on your pc, first turn it off, then disconnect it from the electrical network (also the monitor) and disconnect the network ethernet cable (if it has one). Then press the power button to eliminate any residual electricity. If you do not use an antistatic wristband, be sure to touch some metallic element to eliminate your possible electricity. Do not place the pc on a carpet.

Do not be in a hurry. Each time you change the cpu you should clean the old thermal paste and reapply it. Do not forget to connect the cpu fan.

Often, when making changes, a cable is inadvertently touched. Carefully check all connections, especially the monitor cable. Do you have a dedicated graphic card or do you use the integrated system? If you have a dedicated graphics card, make sure it is correctly positioned. Once reviewed, reconnect the PC, the monitor and the network and try again to start it up.

Please describe with the most detail what happens (do the fans start up? Do you hear a beep? Are lights turned on?)...
