Dell Inspiron not giving signal when starting up

Hi,

I have a Dell Inspiron 1440. Whenever I press the powerbutton, it receives power, but it won't boot up. I get a completely black screen with no reaction at all. In the first second of powering up I can hear the fan, but afterwards nothing. When I press the powerbutton it shuts down immediately and I can hear this "tick": the sound of the laptop losing power, like for example when the power cable is pulled out.

It might be worth mentioning that my battery has long given up and I took it out, meaning I only have power when the cable is plugged in.

Might there be a lcd-cable problem? Or anything of that nature?

That's how i fixed this problem when i had no signal on my Dell Inspiron 620s desktop. For me it was easy. While i was troubleshooting this problem, trying to reset the CMOS battery, the CMOS battery actually died and the PC had started to make 5 beeps which in case of Dell indicates CMOS Battery Failure So, i had to change the battery with the same spec Panasonic CR 2032, 3V Battery.
