Question Dell Inspiron performance issue ?

I am about to start working from home so, I have been getting my workspace set up. I purchased 2 x LG 24GN60R monitors to use with my Dell Inspiron 5502 15". The monitors are connected to a D6000 dock. The first problem I noticed is that display resolution is very low on videos through browsers. I selected a 4k video on youtube and the resolution might be 720 in addition to performance issues, in both chrome and edge. Display resolution is set to 1920x1080, 144hz. In addition to the video issues, there is a general lag around the desktop. If I drag a window around (not even from one monitor to the other), there is significant delay. My internet speed is over 300 down/up.

However, these problems don't exist when I connect my work laptop, Latitude 5400, to the dock. Same hardware, same videos, no performance/resolution issues. My inspiron has almost nothing in start up; Dell mobile connect 3.3, bing wallpaper, realtek he audio universal service and windows security notification icon. Aside from the browser, the services that are taking up the most memory usage are windows driver foundation - user mode driver framework host process and antimalware service executable.
When running the video, cpu is at 13%, mem 50%, disk 0%, gpu 10%. On the latitude, cpu 16%, mem 39%, disk 0%, gpu 39%. I realize the Inspiron has 12gb memory while the latitude has 16gb but, the inspiron has the intel iris which gets much better benches than the latitude's uhd620.

Curious to see if anyone has thoughts on why there is such a big difference in performance between the 2 and what I can do to close the delta. I know the 2 laptops are not exactly identical but, I feel like the inspiron should be outperforming the latitude in graphics processing but the opposite is actually happening

Perhaps try and use DDU to rid all GPU drivers for your Inspiron and then manually reinstall your GPU driver with the latest version from Intel in an elevated command, i.e, Right click installer>Run as Administrator.

If I were you, I'd try and reinstall the OS on your Inspiron. Before you do reinstall your OS, I'd ask you to check and see what your current BIOS version is. If you have BIOS version pending update, update them to the latest and then see if things change. If not, create a bootable USB installer using Windows Media Creation Tools for Windows 10 then reinstall your OS.
 
Your Dell should be leading the pair in performance by quite a bit. Check the virtual memory on your Dell to make sure it is set correctly and that programs are set as priority. Also look at your Windows power setting to see if you have a high-performance setting to use.

After troubleshooting for several hours with drivers, etc, I finally reset to factory defaults. The first video test had good quality but, there were still minor performance issues. Now, the problem has returned only 1 day after being reimaged. I can disconnect the inspiron from everything (only running display on the inspiron screen), connect the latitude to one of the monitors (running display to the latitude screen AND the LG monitor), run the same video at the same time on both laptops and the latitide still outperforms the inspiron. This doesn't make sense. Something is wrong. The inspiron has better hardware across the board with the exception of the amount of memory which shouldn't be an issue because running one video with almost nothing running in the background is not coming close to maxing out the memory.

Video on the inspiron not only has low quality but, significant judder. Very choppy.

Something is not right with the laptop and I suspect it's the display hardware. I have almost no sw programs installed. The bios version is up to date. The latest display driver is installed.

I believe I have found the answer. The problem is the dock. More specifically, a usb-c limitation. We have had similar issues at work with docks - not being able to push hd display to multiple monitors at the same time. When I connect a monitor directly to the laptop with a 4k hdmi cable, the resolution is correct. Documents like this explain the dock being the problem
