Dell inspiron wont turn on-new battery

dell inspiron 1520 won't turn on. Installed new battery & charged. Lite to left of start button flashes (blue). Battery lite, on right side blinks slowly. help!

i agree my niece had the same issue it was a bad board like grumpy stated!
