Dell Laptop Maximum Frequency Capping During Gaming

Recently my laptop has been capping at 65% maximum frequency for no reason. The cpu frequency stays at 2.7+ during regular use, but the second I open a game (i.e. league of legends) the frequency just stays at 50 or 65% maximum frequency causing my games and pc in general to lag. Please help, I don't know how to solve this issues and any and all solutions are valued, thank you in advance.

try to changue power plan to performance.
Go to control panel, sistem, energy, and select performance.
If it doesnt work, start playing some game and using any temp control sofware ( i recommend afterburner) send your temps

 

Thank you for the quick response, firstly I have already set all my cpu power settings to 100% and also set my power plan to performance, I will now try the program you recommended and see if my problem subsides and report back.
Also I would like to send a screenshot of my current resource manager but for some reason I am unable to so here is an example of how it currently looks, "56% CPU USAGE, 65% MAXIMUM FREQUENCY, even though I have maximum frequency set to 100%.
