Dell LAptop slow even after reformatting

I have Dell Inspiron 3542
i7 4200U 2.0Ghz
8Gb Ram
1 Tb HDD
Windows 10 Home edition
I have formatted my laptop 2 times in succession. 1st time i have installed Win 10 from bootable Pd and 2nd then I have reset my PC to have another clean install and formatted all drives. The reason of formatting twice was I wanted to make sure everything is cleaned so system wont be slow. Even after this I am noticing a slow laptop. Even now when barely any program is installed it lags and process commmands slowly. I have searched on net for this topic and came to know most probable cause is Hdd failure but I can't recognize symptoms of errors except slow running. Please suggest me what to do.
(Additional : when I was resetting laptop it took around 7-8 hrs to complete, but installation of windows was quick though)
 
Hi there albertayushwesker,

As you have reformatted the drive, I assume you have no important data stored on it.

You can just test the drive and see if there is something wrong with it: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
In case there is, you will need to replace the drive.
In case there is not, you will need to:

- Observe Resource Monitor and see if there is high usage of some of the components.
- Test your RAM.
- Check your laptop's temps.

Here are the results of test. Although I have to stop test due to some reasons but in 7.5 hrs it didn't detected any errors. I was able to run 2 out of 4 different tests. Here are reference

I don't think that it is Hdd problem. What should I do next?
 
Could you provide a screenshot of the SMART report? It would provide more tailed information.
As this seems to be a WD drive, it will not hurt to test it with WD's Data Lifeguard Diagnostic tool: http://products.wdc.com/support/kb.ashx?id=TmfwfR

If you get good results once again, as I've already mentioned:
- Measure your systems temps. Some third party tools can do that. Have you cleaned the dust out of the laptop?
- See whether you have high usage of something(HDD, RAM, etc.) in Resource Monitor.
- Go to your laptop's manufacturer website and see whether all the drivers are up to date.

Hey I have completed all the benchmarking tests and got more than average results for each components. I have ussed PassMark. Here are the screenshots of results.

Now I can't figure out what is the problem. Is this supposed to be this slow only or is there anything else.
Also I didn't mentioned before because it seemed irrlevant but I was having charging issue. Pluging the charger would not charge the battery. I have to continuously plug in and plug out to make it charge and out of 10-15 atempts it charged only for once otherwise it will just show that there is power supply coming. After format also this didnt worked out but after running benchmarks I saw that now it ischarging normally.
