Question Dell Laptop Slows Down

Exactly what the title says, my Dell 7352 slows down after boot. Tried replacing thermal paste and changing to different HD and SSDs, still the same. Also changed chargers and OS

The boot and bios seems normal speed (or fast when on SSD), but when it enters windows, it goes normal/fast for about 5-30 seconds, then go extremely slow the rest (comparable or worse to a underclocked Dell with underwattage charger)

But after the lid is closed or entered sleep mode, the laptop went normal again the moment it turned on for about 5 seconds and slow down again.

No errors on diagnostics except for one notable thing "fan". But the fan actually works and expell hot air, confirming the heatsink is fine.

Assuming the fan is not working 100%, can it really raise the temp that high in a minute? The temp recording is around decent to sightly higher
