If I understand that correct, webcam of your laptop stopped working.
1. Uninstall webcam driver and reboot your laptop and let Windows search for driver OR
2. Download and install webcam driver from Dell Support http://www.dell.com/support/drivers/ca/en/cadhs1/DriversHome/?c=ca&l=en&s=dhs&cs=cadhs1

Try telling it you won't yell so much and stop spend all the money on beer. But it's probably shacked up with the TV camera down the street, you may as well find a younger and sexier web camera for yourself.
