Question Dell Latitude 3540 noise problems ?

We purchased in September a Dell Latitude 3540, after in the past, without problems worked with the 5-series Latitude from Dell. Since the first day we encountered noise problems. We only use normal office applications, but when we launch our BMS system, the laptop takes off like an aeroplane. We had meanwhile 12 contacts with Dell. Motherboard, fan, cooling were replaced. Nothing helps, I fear we have to dump the laptop and buy a new one, but no Dell anymore. Anyone has a suggestion to solve, since Dell can't help anymore?

BMS being a "Building Management System" - correct?

What BMS app is being used and what are the recommended software and hardware specs?
 
12th gen. intel Core i5-1235U (10 core, 12 Mb cache, 12 threads, up to 4.4 Ghz)
16Gb internal memory, SSDR,512G
OS Windows 11
Normal office = Office 365
BMS = Broker Management System, System to manage clients and insurance policies.
 
Throttlestop seemed at first solving the problem, but later it came back, are there other options, besides turbo boost that needs to be deactivated?
