Dell latitude d600 laptop wont turn on

i plug my dell latitude d600 and the little green light on the AC cord comes on..but on the laptop no light come on at all..the battery dose not charge no lights come on saying its plugged in and it wont turn on...what do i do..i know nothing about computers...please help!!

It could be a motherboard issue, or maybe a hard drive problem?
