Dell latitude D620 modular bay battery not charging

I have a Dell latitude D620 that I bought a nine cell battery for and a modular bay battery for. Both batteries I got new, however the modular bay battery refuses to charge. The charger is a 90 watt charger. When either the old six cell battery or the new nine cell battery is in with the second battery, the first battery will charge to about 80% and then stop, the modular battery won't charge at all. When there is only the modular battery in, it just won't charge. Both batteries I got were new. The bios says they are healthy and functioning normaly and so does a program called battery info. I have no clue what the problem is and I really need some help.
