[SOLVED] Dell LCD 24' (248WFP) doesn't go to sleep mode or power saving mode

hello members, I have a problem that my Dell LCD 24' model 248WFP doesn't go to sleep mode or power saving mode even my computer is turned off. it was working before, and power-saving/sleeping mode was working automatically but since I had changed my PC a month ago it doesn't going to sleep even if my pc is turned off. I had checked settings from my PC/Windows and from LCD menu as well, and I had also tried to reset my LCD's settings to factory reset/default and it doesn't helped me. please tell me solution.

well, nobody has answered to my problem... anyways! I had founded and solved this matter. problem was in display output cable.
