dell monitor says its in power save

Can't get my dell e156pfp monitor to turn on. The power button stays amber. Message on screen says it's in power save mode-press power button- any key on keyboard or move the mouse to turn on. None of these worked, even tried another monitor I got no signal on it. This happened after trying to turn computer and getting flashing green lights on the power button and diagnostic lights. I hooked up a new power supply and all lights are solid green but the monitor won't turn on. Can anyone explain in novice terms what I can do to fix this problem? I can't make any changes to monitor or computer because I have nothing but a black screen. I've seen several post on this but nothing that seems to totally apply or that I understand.

hmm, if you can try this:
1. Unplugging the power and pressing the start button for 30 seconds.
2. Start computer with one RAM stick
3. Try to reset the bios
4. Try with another GPU

I tried to start with cosmos battery and ram out and with battery out and 1 stick of ram. I do get a series of beeps so I don't think it's the motherboard. How do you reset the bios? What's a GPU? This unit doesn't have a video card, I thought I might buy one and try it. By that I mean the video connection is built into the motherboard.

I did remove the battery. I'm in the process of obtaining a video card, especially since the computer only has the built in video. Will get back to you when I install new video card.
