Dell: no Bootable devices

I'm trying to fix a friends all in one.
Dell inspiron 24-3455

It won't boot so i ran the diagnostics test which said hard drive failure. Okay great so i get a new hard drive, install it and now i get the no Bootable devices message again. I go to bios and see the new hard drive in the main menu.

When i go over to "boot" It's not there. Neither is the dvd drive. I have boot
Option 1: onboard nic ipv6
Option 2: onboard nic ipv4

When the old failed hard drive was still installed, that was also an option but the new one is not listed. I thought maybe i needed to get the windows 10 installation disc and try booting from that but that was a long shot as well since i can't even set it to boot from dvd drive. Well i just tried that and it's the same thing.

I'm completely out of ideas for this and can't find anything useful online. Just a million topics loaded with everything I've already tried. Reseating drive, ram, etc.... pulling mobo battery and holding power for 30 seconds. I even ran the diagnostics again with the new hard drive and it came back as everything is working.

Anyone have any ideas what I'm missing?

Hi

I suggest only having new working hard drive in system

You need to boot from USB disk or DVD with Windows 10 on it (asuming you previously had win 10 on it)
Did it originally come with Win 8 or 8.1 ?
A Dell Recovery disk would include Dell supplied device drivers
(probably hidden on a hidden partition with a recovery disk builder program)

you will probably need to down load the Win 10 drivers from Dell
Preferably a Dell supplied Windows recovery disk or the lattest Win 10 version from Microsoft.

There must be a UEFI (BIOS setting to enable this)

most Dells use F12 at boot time to select boot device from Hard disk, DVD, USB or PXE (network boot rom) or gointo UEFI setup

If you still have problems on how to boot up from a Windows disk contact Dell Technical support for specific advice on this model

You may be advised to boot up from USB 2.0 or USB 3.0 ports

THe new hard drive does not have Windows on it yet so there is no bootable hard drive

Yes I know how to enter BIOS and to change boot drive. I also understand the hard drive doesn't have an operating system on it which is why I created a windows 10 installation disc and tried to boot from that. But how do you boot from that when in the BIOS settings I don't even have the option to boot from the DVDROM?
 
Well i decided to just hit a bunch of buttons since i can't come up with anything else. Turned secure boot off and magically i started seeing options to boot from dvd drive, usb, omg..... even my new hard drive. Needless to say that doesn't do anything but now my usb Bootable windows 10 is finally installing.

Fingers crossed....
